Today is a national festival of deep faith in our sovereignty and democracy.
I salute the Father of the Nation, Mahatma Gandhi, Pt. Jawaharlal Nehru, Dr. Rajendra Prasad, Netaji Subhash Chandra Bose, Maulana Abul Kalam Azad, Sardar Vallabhbhai Patel, Shaheed Azam Bhagat Singh and Baba Saheb Dr. Bhimrao Ambedkar, among those great personalities whose Under his leadership, our country achieved independence and succeeded in making its mark on the world map as a strong democratic nation.
Today, on this historic day, I, all the great personalities of Jharkhand, Lord Birsa Munda, Tilka Manjhi, brave martyrs Siddho-Kanhu, Chand-Bhairav, sister Phulo-Jhano, Bir Budhu Bhagat, Jatra Tana Bhagat, Nilambar-Pitamber, Sheikh Bhikhari, Pandey I also pay tribute to Ganpat Rai and Martyr Vishwanath Shahdev.
On January 6, 1950, we fully implemented our Constitution.
Forgetting the sad history of slavery, with aspirations of a golden future, we adopted our Constitution and resolved to build a nation where there is neither economic inequality nor social discrimination.
Liberty, Equality and Fraternity are the core values of our Constitution and these ideals have formed the solid foundation on which our Republic stands firmly.
Our historical and cultural heritage is also reflected in these values.
Our Constitution presents a unique and exemplary example to the whole world by uniting the language, culture, lifestyle and different religions spoken in different parts of the country and establishing the identity of “Unity in Diversity”.
I especially express my gratitude to the creator of the Constitution, Baba Saheb Bhimrao Ambedkar, who gave the right to live life with dignity to the poor, backward and Dalits.
Our Constitution has protected the social, religious, linguistic and cultural interests of all sections as well as provided protection to the weaker sections from oppression and injustice.
About four years ago, I had the privilege of taking over the reins of the state due to the immense love and blessings of every class and community of Jharkhand.
With public sentiment and public participation, our government is trying to shape such a system where the poor, the deprived, the labourers, the farmers, the tribals, the backward people and the Dalits can all get their rights.
With strong determination and high spirits, our government has launched the Old Pension Scheme (SSP) for lakhs of government employees.
The government is providing pension to 35 lakh needy people, ration to 20 lakh additional people and clothes to more than 57 lakh people twice a year.
A campaign is being run to identify Jharkhand agitators and provide pension and honors to their dependents and family members.
Today, youth from poor and deprived sections are taking education in foreign countries.
By making a bundle of schemes, the government has reached the doorsteps of lakhs of needy people from village to village and Panchayat to Panchayat.
Fulfilling our promise to the people of the state, we have started the Abua Housing Scheme.
Under this scheme, by the year 2027, the state government will provide three-room permanent houses to about 20 lakh families living in houseless and kutcha houses with its own funds.
In the current financial year, 02 lakh eligible families will be benefited from this scheme.
Many schemes are being run by our government for the progress, prosperity and empowerment of the people of Jharkhand. More than 07 lakh adolescent girls have been benefited through “Savitribai Phule Kishori Samriddhi Yojana”.
Rural women are being economically empowered by organizing them in the form of Sakhi Mandal. Under the “Phulo-Jhano Ashirwad Yojana”, rural women associated with the manufacturing and sale of Hadiya-Daru are being provided the option of respectable employment.
Through Sarvajan Pension Scheme, financial assistance is being provided to every needy person of the state. Efforts are being made to promote self-employment through “Chief Minister Employment Generation Scheme”.
Jharkhand will be strong only when our villages are strong. Keeping this in mind, many public welfare schemes like Birsa Harit Gram Yojana, Veer Shaheed Poto Ho Sports Development Scheme, Birsa Irrigation Well Promotion Scheme, Didi Bari Scheme, Mukhyamantri Pashudhan Yojana are being run by our government to strengthen the rural economy.
However, to get information about the schemes and avail their benefits, you had to visit the district and block level offices. But, now under the program ‘Aapki Yojana-Aapki Sarkar-Aapke Dwar’, the government is solving your problems by reaching your doorstep.
For the last 03 years, this program has been operated in the entire state and through this program, the schemes and services of the government have successfully reached the last person of the state and society.
This year, under the program ‘Aapki Yojana-Aapki Sarkar-Aapke Dwar’, I myself participated in the programs organized in all the district headquarters and got the opportunity to come face to face with the problems and sufferings of the poor living in remote areas.
During this period, approximately 59 lakh (sixty-nine lakh) applications were received, out of which approximately 23 lakh applications have been processed.
Ending unemployment is an important resolution of our government’s agenda.
This is a big problem, it is a matter related to everyone’s life.
Planning for full employment is difficult but not impossible.
After the decline in recruitment in railways, banks, the dependence on the state in providing jobs has increased.
Our government has appointed secondary teachers, assistant engineers, lower division clerks, dentists, panchayat secretaries, treasury clerks, assistant public prosecutors, medical officers, community health officers, veterinarians.
It has given jobs to thousands of youth on the posts of Grade Nurse, AYUSH Doctor, Agriculture Officer, Linguistic Teacher, and Lecturer.
Also, reinstatement on thousands of posts of Laboratory Assistant, CS Trained Teacher, Municipal Service, Diploma Level Combined Examination, Industrial Training Service, Police, Product Constable, Lady Supervisor, Matriculation Level Combined Examination, Intermediate Level Combined Examination, Primary Teacher, Jharkhand Police etc. The process for this is in different stages.
Till now, we have personally attended various camps and handed over appointment letters to about 60 thousand youth in the private sector.
Apart from this, about 1 lakh youth have got jobs in the private sector.
To promote self-employment among the youth, we have brought a scheme like BDMC.
Today a large number of people are moving forward taking benefits under this scheme.
We are among you with the advertisement of 11th SSC exam and will definitely complete it in time.
Preparations for conducting teacher eligibility test have also been completed, after taking it, we are going to bring another opportunity for teacher recruitment in this tenure.
Aiming at the principle of “Sarvajan Hitaya, Sarvajan Sukhaay”, we have started Sarvajan Pension Yojana, so that our old people, destitute women and disabled people standing at the last rung of the society can get the right to live a life with dignity.
While discharging its public welfare responsibilities, the state government is providing pension under various schemes to about 35 lakh beneficiaries. In the current financial year till the month of December, 2023, a total of Rs 2,564 crore (two thousand five hundred sixty-four crore) has been spent on pension payment.
In this series, women of the state and people in the age group of 50-60 years belonging to Scheduled Tribe and Scheduled Caste category are also being brought under the ambit of Sarvajan Old Age Pension Scheme, due to which about 18 lakh new beneficiaries will get a pension of one thousand rupees per month.
Providing better and quality education to children is one of the priorities of the government.
Keeping in mind the modern education system and competitive examinations, with the idea of providing financial development and better opportunities to the children of Jharkhand, 80 BVs and MBBS have been inaugurated, where children will be given education on the lines of private schools.
These schools have been affiliated to BTHAM and examinations are being organized at the district level for enrollment.
Along with this, infrastructure work is in progress in 325 proposed block level excellent schools and a target has been set to start their operation in the coming year.
Guruji Student Credit Card Scheme is being operated to provide financial assistance to those students of the state who are deprived of higher education due to financial reasons after passing 12th class.
Under this, loans up to Rs 15 lakh are being made available at the rate of 4 percent simple interest.
Free training and coaching facilities are being provided to students through Chief Minister Education Promotion Scheme and Eklavya Training Scheme.
In the year 2020, the state government will provide assistance to Scheduled Tribe students for higher education abroad.
Gomke Jaipal Singh Munda Overseas Scholarship Scheme was started.
While expanding this scheme, it has been decided that apart from Scheduled Tribes, Scheduled Caste, Minority and Backward Class students will also be benefited from this scheme.
A total of 25 students have been awarded Marad in the current financial year.
Gomke has been benefited under Jaipal Singh Munda Overseas Scholarship Scheme.
The entire expenditure on higher education of these students is being borne by the state government.
About 80% of the population of our state is directly and indirectly dependent on agriculture and allied activities for their livelihood.
To implement the resolution of “Happy Farmer, Happy Jharkhand”, many schemes are being run by our government for the benefit of the farmers.
Last year we faced the challenges of drought, in this difficult time our government stood with the farmers at every step.
Although we did not get the expected assistance from the Central Government, still the State Government made every effort to provide all possible assistance to the farmers through the Chief Minister Drought Relief Scheme and Jharkhand Agricultural Loan Waiver Scheme.
Under the Chief Minister Drought Relief Scheme, a total of Rs 480 crore has been paid to about 14 lakh beneficiaries.
In order to make agriculture profitable in the state, in addition to the minimum support price declared by the Central Government, the state government is also giving a bonus of Rs 117 per quintal to the farmers.
Action is being taken to provide 01 (one) kilogram of gram dal per month to the families covered under the National Food Security Act and Jharkhand State Food Security Scheme without any fee.
To ensure that all the farmers of the state have adequate irrigation facilities for farming, our government has started a new scheme by the name of Birsa Irrigation Well Scheme.
Under this scheme, 01 lakh wells will be constructed.
So far, about 93 thousand schemes have been approved, out of which work on about 28 thousand schemes has been started. This scheme is promoting water conservation and also creating awareness among people about the proper use of water.
MNREGA is playing an important role in eradicating poverty and backwardness in rural areas. In addition to the wage rate of Rs 228/- per man day fixed under MNREGA for Jharkhand by the Government of India, an amount of Rs 27/- is being paid by the state government.
In the current financial year, an amount of Rs 2,888 crore (two thousand eight hundred and eighty eight crore) has been spent creating 886 lakh man days against the 900 lakh approved man days under MNREGA.
With the aim of making women empowered and self-reliant, Didi Bari Yojana and Didi Bagiya Yojana are being implemented under MNREGA.
As a result, women’s participation in man-day creation has been more than 47 percent.
Till now, a total of three lakh sixty thousand schemes have been completed and work is going on about seven lakh schemes.
Mega Lift Irrigation Project has been envisaged with the objective of minimizing displacement/submergence/land acquisition in irrigation projects.
In this sequence, Masalia Pipe Line Irrigation Scheme is being implemented under Dumka district.
With this scheme, irrigation facility will be available in 22 thousand hectares of land in Dumka district.
Along with this, Siktia Pipe Line Irrigation Scheme under Deoghar district will be started soon.
With this scheme, irrigation facility will be available in 14 thousand hectares of land in Deoghar district.
The Son-Kanhar pipeline scheme under Garhwa district is targeted to be completed by June, 2024.
Through this scheme, irrigation in 22 thousand hectares of land and drinking water supply to about three lakh people will be ensured.
Our government is promoting agriculture, rural development, education, health as well as creation of infrastructure in the state. Roads, railways and air routes have expanded in the state.
Along with providing improved connectivity to centers of tourism, industrial and economic importance, a road network is being prepared between rural roads and national highways.
In the year 2023-24, 81 road and 05 bridge schemes worth approximately Rs 2100 crore have been formally inaugurated and the foundation stone of 64 road and bridge schemes worth approximately Rs 1700 crore has been laid.
Recently, the state’s longest high level bridge (length 2340 meters) has been inaugurated on Mayurakshi river under Dumka district.
Apart from this, in order to free Ranchi city from the problem of traffic jam, Sirmtoli flyover is being constructed on war footing, which will be connected to Kantatoli flyover.
The construction work of Ratu Road flyover is also in progress and construction of flyover from Sahajanand Chowk to Kanke Road is also proposed.
This will ease transportation in a large part of Ranchi city.
Under the Chief Minister Gram Sadak Yojana, the target is to construct about 2000 kilometers of roads with a budgetary provision of Rs 1000 crore in the financial year 2023-24.
So far, 168 schemes have been completed, in which 549 kilometers of roads have been constructed by spending an amount of approximately Rs 405 crore.
Against the target of construction of 70 bridges under Mukhyamantri Gram Setu Yojana, construction work of 49 bridges has been completed so far.
We are working rapidly to ensure that pure drinking water is available to the people of the state.
Under the Jal Jeevan Mission, against the target of ensuring availability of pure drinking water to a total of 61 lakh rural families of the state by the year 2024, 30 lakh families have been covered under this scheme so far.
Providing platforms to the players of the state is the priority of our government.
Our government has worked to encourage the state’s medal winning players and coaches in various national and international sports competitions by providing them cash prize money of about Rs 5 crore.
Our state had the honor of historically organizing the qualifier matches of the Women’s Asian Hockey Champions Trophy and the Women’s FIH Hockey Olympics at the Jaipal Singh Astroturf Hockey Stadium in Ranchi, the capital of Jharkhand.
The excellent performance of Jharkhand’s hockey players Salima Tete, Sangeeta Kumari, Nikki Pradhan in these events has made the country proud. 28.
Our rich tradition related to water, forest and land and our lifestyle of living in harmony with nature is important for all human beings.
Shows the true way of living for the caste.
In accordance with constitutional ideals and values, we have to move forward on the path of development with progressive thinking while preserving our rich cultural heritage.
I especially want to tell the youth of the state to use their creative and positive energy for the new development of Jharkhand.
I have full confidence that together we will definitely succeed in making Jharkhand a prosperous, happy and developed state.
