Cabinet Decisions: Many important schemes for unemployed youth and students approved

Ranchi: Jharkhand government will launch four schemes for youth to prepare for competitive exams higher education and skill training. These are Mukhyamantri Sarathi Yojana, Mukhyamantri Siksha Protsahan Yojana, Guruji Student Credit Card Scheme and Eklavya Training Scheme. President Droupadi Murmu will launch these four schemes on the state foundation day. Their approval was given the Hemant Soren cabinet meeting on Thursday. Of these, Chief Minister Sarathi Yojana belongs to the Labour Planning and Training Department. At the same time, the other three schemes are of the Higher and Technical Education Department. 

After the meeting, Cabinet Secretary Vandana Dandel gave this information in a press briefing. She was accompanied by Praveen Toppo, Secretary, Labour Planning and Training Department and Rahul Purwar, Secretary, Higher and Technical Education Department. A total of 34 proposals were passed in the meeting. Mukhyamantri Siksha Protsahan Yojana: In this proposal of the Higher and Technical Education Department, the government will provide free coaching to the 10th-pass student for the preparation of various courses (exams).

This coaching will be for the preparation of entrance exams related to engineering, medical, law, mass communication, fashion design, hotel management, and chartered accounting. In a financial year, the government will provide free coaching to a total of 8,000 children. The government will spend Rs 122.32 crore on this in a year. The total number of nationally reputed coaching institutes will be 45. Including Engineering – 10 Medical – 10, Combined Law Entrance Test (CLAT) – 5 Mass communication 5, Fashion Designing – 5, Hotel Management – 5, and Chartered Accountant – 5. 

The government will give assistance of Rs 2500 per month to the students studying in coaching. This amount will be given through DBT till the duration of the coaching session. For availing the benefits of the scheme it will be mandatory for the candidates to have passed Matriculation or 10th class from a recognized educational institution located in the state. It will be mandatory for the candidates to have knowledge of local customs, language and environment.

The total number of beneficiaries can take coaching is 8000: 3000 to take admission in engineering, 2000 for admission in medical, 1000 to take admission in CLAT, 500 for admission in mass communication, 500 for admission in fashion designing, 500 for taking admission in Hotel Management, 500 for taking admission in Chartered Accountant. Eklavya Training Scheme: This scheme is of Higher and Technical Education Department. For the purpose of preparing students for various competitive examinations, the government will provide free coaching for the scheme.

The competitive examination includes Union Public Service Commission (UPSC), Jharkhand Public Service Commission (JSSC), Jharkhand Staff Selection Commission (JSSC), Banking, Railway Recruitment etc. In a financial year, the government will provide free coaching to a total of 27,000 children. The government will spend a total of Rs 190.05 crore in a year under the scheme. The government will give assistance of Rs 2500 per month to the students studying in coaching. This amount will be paid through DBT till the duration of the coaching session.

The total number of coaching institutes of repute at the national level will be 25. For UPSC – 5, JPSC– 5 , Bank PO – 5, For Railway, Recruitment – 5 For JSSC – 5 Total number of beneficiaries is 27,000. For UPSC – 1000, 2000 for JPSC 2000 for Bank PO, 5000 for bank clerk, 8500 for Railway Recruitment Board and 8500 for JSSC. Guruji Student Credit Card Yojana: In this scheme of the Higher and Technical Education Department, the government will provide financial assistance to those students who have passed 10th and 12th from recognized institutions located in the state, who are deprived of higher education due to financial reasons.

The scheme will start from the financial year 2023-24. Under the scheme, the government will provide loans to students through banks. The loan amount will be a maximum up to Rs 15 lakh. A maximum of 30 percent of the loan amount will be spent by the student for staying in the hostel, and buying book-copy. The maximum tenure of the loan amount will be up to 15 years. The government will guarantee 100 per cent of the loan amount to the banks. Students will have to pay only 4 percent of the amount as interest.

The government will bear the remaining interest amount. Payback period: The payment will start from one year after the completion of the course for which the student will take the loan. That is, the loan will be refunded for a period of 1 year. Mukhyamantri Sarathi Yojana: In this scheme of the Labour Planning and Technical Education Department, the government will give skill training to the youth. This scheme will be operated by Jharkhand Skill (Skill) Mission.

The Objective of the plan is to provide employment-oriented skill training to the youth of the state up to the block level. The training workshop will be conducted in the vacant government buildings and in the respective schools after the school period is over. The government will give incentive allowance: In non-residential skill training work (ie youth coming to take training), transport allowance will be given per youth at Rs1000.

Under the residential skill training work, the government will give an employment incentive allowance. If employment is not available for three months after getting training, the government will give an incentive allowance per month for one year. This allowance will be Rs 1000 for boys, Rs 1500 for girls and differently-abled.
