Special Assembly session: Government to get Khatiyaan-based local policy and OBC reservation passed

Ranchi: The extended monsoon session of the Jharkhand Legislative Assembly will be held on Friday amid the ongoing political turmoil in the state. In this session, the government is going to bring a bill to provide Khatiyaan-based local policy and increase OBC reservations from 14 percent to 27 percent in the house. Preparations have been completed for the extended session.

Parliamentary Affairs Minister Aalamgir Alam said that in the extended session convened on Friday a bill related to domicile and 27 percent reservation for OBCs would be passed in the House. The passed bill will be sent to the central government. He said that all the things will be mentioned in both bills. He urged the opposition to support the passage of the bill in the interest of the state. Late on Tuesday, the ED had issued a summons to Chief Minister Hemant Soren for questioning in the money laundering and illegal mining case.

On Wednesday, it was reported that the government has called an extended session on November 11. In the letter issued by the Chief Minister’s Secretariat, it was said that the Domicile and Reservation Bill would be introduced in it. On the basis of the strength of the numbers in the house, it is possible that the Hemant government will get both bills passed. However, in view of the kind of political situation, there is a full possibility of uproar in session. 

Obviously, the main opposition party will resort to ED’s summons to the Chief Minister as a weapon and IT raids on the locations of Congress MLAs. BJP will try to surround the Hemant government on these two main issues. At the same time, on behalf of the ruling party, the opposition will attack on the action of central agencies. 

Overall, this one-day session of the Vidhan Sabha is going to be quite an uproar. Information is being received that some MLAs of the ruling party may also turn red on their own government on Khatiyaan-based local policy. It is being told that Congress MLA and party whip in the assembly, Purnima Neeraj Singh had opposed the Khatiyaan-based local policy from the very beginning. Her protest can also be seen in the House.

Similarly, Congress MLA Umashankar Akela had also opposed the Khatiyaan-based local policy. It will be interesting to see what their stand is in the House on Friday. Meanwhile, the three Congress MLAs Irfan Ansari, Rajesh Kashyap and Naman Vixal Kongadi who were trapped in the cash scandal have got bail. All three are going to attend the session called on Friday. These three MLAs were suspended by the Congress party. In such a situation, it will also be interesting to see what is their stand in the house.
