CM Hemant Soren reviewed MGNREGA Meeting at Project Bhavan

Ranchi: Chief Minister Hemant Soren said Jharkhand Government has special emphasis on strengthening the rural economy. He directed the officers to hold a Jharkhand State Rural Employment Guarantee Scheme meeting every three months, so that all the schemes can be reviewed regularly and in detail.

The Chief Minister said in order to maintain transparency and quality in the implementation of schemes related to MNREGA, the accountability of the beneficiaries should also be fixed. This will also help in completing the schemes within the stipulated time frame and the beneficiaries will get rid of middlemen.

The Chief Minister said many schemes are being run by the state government under MNREGA. In such a situation, there is no dearth of labourers. He asked the officials to inform the villagers about these schemes and take initiative to connect them with these schemes. This will increase their income and there will be rapid development of the village. 

The Chief Minister said there is a provision of grant-in-aid under social security for the labourers under MNREGA. In such a situation, the villagers should be aware of this, so ensure that the schemes related to social security are widely disseminated. CM instructed officers to Create a project for geo-mapping all these so that their water capacity can be increased and used properly.

In the light of the merger of DRDA with Panchayati Raj Department, the Chief Minister gave his consent to the proposal to give the responsibility of District Program Coordinator under MNREGA to the Deputy Commissioners of the districts.

The Chief Minister said there should be a regular social audit of the schemes running in Panchayats under MNREGA. This will curb disturbances and negligence in the plans. At the same time, action can also be taken against the culprits. 

Chief Minister Hemant Soren said trees should be planted around the playgrounds being developed under the Veer Shaheed Poto Ho Sports Development Scheme. He directed the officers to work in mission mode so that the maximum number of eligible beneficiaries could get forest lease. He also asked to speed up the campaign to plant more and more fruit trees under the Birsa Green Village Scheme.

Under this, plant fruit trees on the vacant lands in the village, so that along with increasing the income of the beneficiaries, environmental protection is also strengthened. The target is to generate 900 lakh Human days in the current financial year (2023-24). /By the end of the month of June, 360.32 Human days have been created.

In the financial year 2023-24, till the month of June, the number of active job cards is 34.28 lakh and the number of active labourers is 42.93 lakh. The achievement of timely wage payment in MGNREGA is almost 100 percent.Assets (completed schemes) created so far in the financial year 2023-24 are 275565. 403817 schemes have been taken under Nilambar-Pitamber Jal Samridhi Yojana, out of which 333123 have been completed.

Under Birsa Harit Gram Yojana, in 105419 acres Fruit trees are being planted. Out of 4776 schemes taken under Veer Shaheed Poto Ho Sports Development Scheme, 3537 have been completed. Out of 298690 schemes taken under Didi Bari scheme, 162372 have been completed. 394 schemes are being implemented under Didi Bagiya scheme. The construction work of 23958 wells is going on under the Birsa Irrigation Well Promotion Scheme.

At present, Lokpal (Ombudsman) is functioning in 16 districts and the process of appointment of Lokpal is in the final stage in 5 districts. Social audit of MGNREGA has revealed 1234956 cases of financial irregularities, financial deviations, process violations and complaints, in which 87092 cases ATR uploaded and 63819 cases processed. There is also a provision of social security for MGNREGA workers.

Under this, two lakh rupees given in case of accidental death or disability and one lakh rupees in case of normal death and one lakh rupees in case of death by drowning in dobha constructed under MNREGA, is given as a grant to his dependent. Jharkhand ranks first in the country in the monitoring of MGNREGA schemes through the Area Officer App.
