Chairman of finance commission chairs meet with representatives urban and rural bodies

Ranchi, Aug 1: Chairman of the 15th Finance Commission N K Singh said that all possible help will be extended for the development of the urban and rural areas of the state.

In a meeting with the representatives of the urban and rural local bodies he said that the commission will also seriously consider the demands that have been put forward by them and said that the commission will make sure that funds are not a constraint in execution of any development project in the state.

The members of the urban local bodies highlighted the area of roads, drains, drinking water, solid waste management and development of tourism. In the meeting it was informed that in the 14th finance commission funds were allocated on the basis of population and area while this time they demanded that the allocation be made on the basis of needs.

The representatives said that since the urban and rural local bodies are in a state infancy therefore they should be compared with those of the other developed states. They said that there was lack of infrastructure in many areas over which member of the commission Ashok Lahiri said that funds on the basis of execution of work is a stable system which should be followed across the nation.

Members of the rural local bodies gave a joint memorandum in which they demanded that the commission should sanction funds at the three levels of the panchayati raj system and proper guidelines should be announced for their implementation. They said that there were problems at the panchayat level due to which scheme are being not properly implemented and asked that vehicles should be also provided for disaster management, health care etc. They also pointed to lack of rules and regulation in the panchayat areas due to which they were not able to generate revenue.
