Speaker underlines importance of budget Session in his opening remarks

Ranchi: The Legislative Assembly’s second (budget) session commenced on Monday with a warm welcome from Speaker Rabindra Nath Mahato to all members. The session, which will run until March 27, includes a total of 20 sittings.

In his opening speech, Speaker Mahato highlighted that this is the first budget of the government formed under the leadership of Chief Minister Hemant Soren for the second consecutive term. He noted that the session would see the presentation of the third supplementary budget for the fiscal year 2024-25, as well as the annual budget for 2025-26.

Mahato emphasized the importance of the budget in assessing the performance of the executive and offered members the opportunity to review government plans through cut motions on grant demands. He also encouraged meaningful debates during discussions on the vote of thanks to the Governor’s address, which will take place later in the session.

Addressing members, Speaker Mahato reflected on the responsibility placed on them by the people of Jharkhand, expressing that over 35 million citizens have high expectations from the assembly. He urged the members to avoid any disruptions during the session, advocating for constructive criticism, healthy debates, and open expressions, but not for creating deadlock, which he noted was not in the tradition of the assembly.

The Speaker also expressed his pleasure at the participation of 21 newly elected members, who are attending the budget session for the first time. He encouraged the new members to study parliamentary rules and traditions and learn from their senior colleagues to enhance the session’s productivity and contribute valuable suggestions on budget management.

In line with past practices, Mahato mentioned that an orientation programme would be organized for newly elected members on March 1 and 2. This programme will provide a deeper understanding of parliamentary traditions and make it easier for the new members to adapt.

Speaker expressed confidence that the current session would be a productive one, marked by meaningful discussions and a commitment to fulfilling the people’s expectations.
