Police to prioritise constable posts over clerk roles for compassionate appointments

Ranchi: Jharkhand police has decided to give priority to appointing dependents of deceased personnel as constables instead of lower division clerks (LDC) under compassionate grounds. The move aims to address the growing number of clerical appointments through compassionate recruitment, which has exceeded the number of directly recruited clerks and affected the department’s functioning. Director General of Police Anurag Gupta has issued the official order.

The police headquarters had been receiving numerous recommendations from families of deceased personnel seeking clerk appointments. Earlier orders from police headquarters on 27 December 2021 and from the personnel department on 1 December 2015 allowed such families to be appointed as clerks according to their preferences. However, sanctioned clerk posts across districts and units remain limited. With a large share of these posts going to compassionate appointments, opportunities for direct recruitment have declined, creating operational challenges for the force.

To address this, the police department has now decided that dependents will be appointed primarily as constables. Only in exceptional cases—such as when a police personnel dies due to extremist violence, criminal encounters, or communal clashes—will the family be considered for an LDC post, and even then only if the dependent requests such an assignment.

All proposals for compassionate appointment as a clerk must now receive prior approval from the Jharkhand police headquarters before being sent to the district compassionate committee. This new directive partially modifies the earlier order issued under memo number 2112/W.
