Ranchi: Jharkhand government has laid emphasis on e-governance. On the lines of Bihar government, IAS officers of Jharkhand cadre along with Joint Secretary and Under Secretary rank officers will be given laptops or tablets. This arrangement is being made in the state in the light of the guidelines of the Government of India. This facility has been made available to officers in Bihar.
In the order issued by Finance Department Secretary Prashant Kumar, it has been said that to achieve the objective of e-governance in Jharkhand, it has been decided to provide the facility of laptop or tablet to the officers. In the order issued by the Finance Department, it has been said that a maximum of Rs 1 lakh plus tax will be eligible for purchase of laptop or tablet (either one) along with necessary software and accessories.
However, a maximum limit of Rs 1.30 lakh will be allowed for the purchase of laptops or tablets in which the presence of Made in India components is more than 40 percent. It has been said in the order that the related equipment will remain government property for four years from the date of purchase of laptop or tablet.
During this period, the responsibility of security of the equipment and confidentiality and security of data will be of the concerned officer. The expenses on repair of laptop or tablet during four years will be borne by the concerned department.
The concerned officer will be able to insure the purchased equipment at his own expense. The amount for insurance will not be negotiable at the department level. On completion of the four-year period, the concerned officials will be able to retain the laptop or tablet.
Also, the concerned departments will ensure that all necessary and important data has been removed from the device before it is handed over. In case any laptop or tablet is provided to any officer, no new laptop or tablet will be allotted to that officer for the next four years. New equipment can be allotted to him based on his requirements.
For this, a certificate will be required from an authorized service center or AMC agency. In case of transfer or deputation of the concerned officer, the officer will be able to continue using the allotted laptop or tablet. This will be mentioned in the last salary certificate of the concerned officer.
