Jharkhand Government Suo Moto online registration process, CM says trying to make system easy and hassle free

Ranchi: Jharkhand Chief Minister Hemant Soren inaugurated the state-wide Suo-Moto Online Mutation process at the Project Building here in which Rural Development Minister Aalamgir Aalam and Labour Planning and Training Minister Satyanand Bhokta were also present.

On the occasion, the Chief Minister said that the state government has taken several steps to ensure transparency in the sale and purchase of land. The launch of the Suo-Moto online mutation (filing-rejecting) process today is also an important initiative in the same direction.

He added that as it is known to everyonethat for the sale and purchase of land one has to go through the process of registration, filing-dismissal, and cutting of receipts till Register Register-2. Sometimes these processes become too complicated for the general public therefore is the effort of the state government to provide a simple and accessible system to the general public.

Moreover, with the launch of the Suo-Moto Online Mutation process in the state, even the common man would be able to get the above land registered and rejected without any hassle. The Chief Mt told the district and block-level officials connected through video conferencing that the Suo-Moto Mutation process is being implemented in Jharkhand for the first time and there may be some technical difficulties in the beginning.

Furthermore he asked all the officers to ensure that the Suo-Moto Online Mutation (filing-rejecting) process is widely spread even in remote rural areas. With the introduction of this transparent process, rural people will also get freedom from middlemen.

Three beneficiaries Damini Dixit Tiwari (Hinoo), Shailesh Kumar (Bedo) and Purnima Kumari (Nagdi) who benefited under the Suo-Moto Mutation process shared their experiences related to the benefits of this process before the Chief Minister.

Background: 

Registration of land is a citizen-centric service provided under the Department of Revenue, Registration and Land Reforms, which is currently being provided through the Jharbhoomi portal.

In this sequence, the department was receiving complaints that due to errors in the meta-data and non-uploading of documents, the filing-dismissal suit is being cancelled by the zonal officers after the registration of the land.

As a result, the rayats have to apply separately on the Jharbhoomi portal for admission-dismissal, due to which the rayats have to face a lot of unnecessary trouble. The suo-Moto-Mutation initiative is being taken to make the admission-rejection process accessible, simple and transparent.

Purpose of Suo-Moto Mutation

Its objective is that after the registration of the land, the general public can easily get the service of filing dismissal in a transparent manner.

Necessary technical changes have been made in the NGDRS portal and Jharbhoomi portal by the State NIC, Ranchi and NGDRS, Pune team to make the admission-dismissal process accessible, simple and transparent, so that now the deed registered in Jharbhoomi on a real-time basis.

Advantages

• After the registration of the land, there will be no need to apply separately for admission-dismissal and there will be no need to visit the zonal office.

• The applicant will receive the filed-dismissed case number through SMS so that the updated status of compliance with the application can be tracked on the Jharbhoomi portal.
