Ensure PESA Act implementation in Jharkhand: Guv to CM

RANCHI: Governor Santosh Kumar Gangwar on Friday urged Chief Minister Hemant Soren to ensure the implementation of the Panchayats (Extension to Scheduled Areas) Act or PESA in Jharkhand.

Gangwar emphasised that Jharkhand was the only state where the crucial legislation that provides for traditional governance has not been implemented so far.

The Act recognising the rights of tribal communities in scheduled areas was enacted in 1996 but despite the creation of a separate state in 2000, Jharkhand was yet to implement PESA.

On the occasion of World Tribal Day, the Jharkhand Tribal Festival 2024 was inaugurated at the Birsa Munda Smriti Udyan, Ranchi. The festival, which runs for two days, celebrates the rich cultural heritage and contributions of tribal communities.

In his address, Governor Santosh Kumar Gangwar extended congratulations and best wishes to all attendees, emphasizing the significance of World Tribal Day as a celebration of tribal culture, traditions, and their unique contributions to society.

The Governor expressed his delight at being part of the festival and warmly welcomed the artists, craftsmen, and painters from across the nation who have contributed to the event despite challenging weather conditions.

He recounted his recent oath-taking ceremony on July 31, 2024, and his visit to pay tribute to Lord Birsa Munda, whom he praised as an inspirational figure not only for Jharkhand but for the entire country. He also acknowledged Prime Minister Narendra Modi’s decision to observe Birsa Munda’s birthday as “Tribal Pride Day” nationwide.

Highlighting Jharkhand’s historical significance, the Governor honoured the sacrifices of key tribal figures such as Bir Budhu Bhagat, Siddho-Kanhu, Chand-Bhairav, Phoolo-Jhano, and Jatra Uraw, who gave their lives to protect their homeland. He called attention to the ongoing challenges faced by tribal communities, including issues related to education, health, and employment.

The Governor also emphasized the need for increased awareness and support for education, praising historical figures like Smt. Droupadi Murmu, the first woman from her village to attend college under difficult circumstances, as a source of inspiration.

In his address, he underscored the importance of implementing the Panchayats (Extension to Scheduled Areas) Act (PESA) in Jharkhand, noting that the state is currently the only one where this law is not in force. He urged the Chief Minister to expedite its implementation.

The Governor also acknowledged the launch of 12 new books by the Dr. Ramdayal Munda Tribal Research Institute and the distribution of 244 Community Forest Rights (CFR) across 11 districts. He congratulated the beneficiaries and reaffirmed his commitment to the special responsibilities assigned to the Governor for the administration of scheduled areas.

Governor urged everyone to learn from the tribal community’s deep connection to nature and their balanced approach to life, which can guide us towards a better future. He extended his congratulations on World Tribal Day and commended the organizers of the Jharkhand Tribal Festival for their efforts.
