Ranchi – The Jharkhand Assembly’s winter session descended into chaos on Monday as the government introduced a second supplementary budget worth ₹7,721 crore for 2025–26. Repeated disruptions throughout the day forced multiple adjournments, eventually bringing proceedings to a halt.
As soon as the session began, opposition legislators rushed into the well of the House, shouting slogans over the alleged non-payment of scholarships to students. Soon after, ruling alliance members also entered the well, intensifying the confrontation and stalling business.
Speaker Rabindra Nath Mahato expressed his displeasure, saying constant protests weaken the purpose of all-party and Business Advisory Committee meetings. His appeals for order went unheeded, resulting in temporary adjournment.
When the House met again at noon, Leader of the Opposition Babulal Marandi fiercely criticised the government. He accused it of failing to release scholarships for months, forcing many students into menial work such as washing dishes. Marandi demanded an immediate debate on the matter, calling it a grave administrative failure.
He further alleged that the government was delaying paddy procurement, pushing farmers to sell their crop to middlemen at just ₹15–16 per kg—far below the MSP. The BJP legislative party, led by Marandi, had earlier held a strategy meeting to corner the government on these issues.
Finance Minister Radha Krishna Kishore later presented the ₹7,721 crore supplementary budget aimed at additional allocations for ongoing schemes. Due to ongoing commotion, the Speaker adjourned the House for the rest of the day, stating that business would resume at 11 a.m. on Tuesday.
