Access to land receipts via barcode soon, says Revenue Minister Birua

Ranchi: Revenue Minister Deepak Birua emphasised the need for enhancing public convenience in land-related services, including revenue collection. During a virtual meeting held at the Project Bhavan with divisional commissioners and departmental secretaries on Thursday, he directed that land-related processes, including mutation, be brought under the ambit of the Right to Service Act to ensure timely completion and improve service delivery to the public.

Minister Birua said that people currently face challenges in accessing their land receipts, often having to visit courts and government offices. To address this issue, he announced that residents will soon be able to obtain their land receipts via barcode, allowing them to do so directly from their mobile phones. This initiative will eliminate the need for people to visit various offices, streamlining the process.

During the meeting, the Commissioner of Chaibasa presented a proposal to recover ₹2,000 crore in outstanding dues from companies in the Jamshedpur district. Minister Birua took immediate notice of the matter and instructed further action to recover the dues. He stressed that such revenue recoveries would significantly contribute to the state’s finances and urged officials to take necessary steps in this regard.

In terms of government land encroachment, Minister Birua directed officials to prepare a list to verify whether land records for government properties are intact. He expressed concern over unnecessary encroachments along the Harmu River, which are endangering the waterbody, and urged the department to take appropriate action.

The meeting also focused on resolving issues related to pending mutations, facilitating revenue collection, renewing khasmahal land leases, making land auction processes more efficient, and expediting court cases. Minister Birua instructed senior officers to regularly review pending court cases for swift resolution. Minister directed divisional commissioners from Ranchi, Hazaribagh, Palamu, Dumka, and Chaibasa to act on the suggestions put forward during the meeting.

The virtual meeting was attended by Minister Deepak Birua, all five divisional commissioners, Principal Secretary of the Department of Revenue, Chandra Shekhar, Special Secretary Shashi Prakash Jha, and other senior officials.
