Ranchi: The Winter session of the Jharkhand Legislative Assembly is starting from Monday which will end on December 23. However, there are full chances of the session being stormy and noisy as the opposition has made up its mind to surround the government on many other issues including the law and order, the electricity system of the state, illegal mining case of 1000 crores in Sahibganj.
Apart from this, the opposition will also put the government in the dock on the decision of the High Court on the planning policy of the government in the JSSC recruitment examination and also over the killing of tribal girls in Santhal Pargana by members of the minority communities.
As per the schedule, Oath-taking or condolence is to be kept on the first day of the session, apart from this the certified copy of the ordinances promulgated by the Governor will be placed on the table of the House. There will be a question hour on the second day (December 20) apart from this, the second supplementary budget statement for the financial year 2022-23 will be brought in the House by the government.
On December 21, there will be a general vote on the second supplementary budget and after debate in the House it will be passed. On December 22, apart from the Question Hour, state bills and other state works will be held in the House. On December 23, after the Question Hour, members will bring a private resolution. Speaker Rabindranath Mahto has directed the officers to make the Bill available to the House Secretariat on time so that the members could get enough time to study.
He said that the departments from where the bills are to come should be given to the Assembly Secretariat on time. Along with this, copies of the Bills related to which amendments have been made should be made available to the Assembly Secretariat along with the original Bills. The speaker also directed the officers to be present in the officer’s gallery during the session. Former minister and Ranchi MLA CP Singh said that the duration of the winter session is very short.
The government is fulfilling the corum by calling a session. He said that the state government is steeped in corruption, takes decisions in a hurry just to get political benefits, but as soon as their decision goes to the court, everyone gets upset. He said that just two days back, the government has got a severe blow from the court.
It is said that from the very beginning, the BJP had opposed the removal of Hindi and English from the second official language and the addition of Urdu but the Hemant government had removed Hindi and English keeping in mind the vote bank politics. Now the court has rejected his wrong decision. He said that the opposition has no dearth of issues.
The opposition will open its cards in the House. Parliamentary Affairs Minister Alamgir Alam, rejecting the allegation of the opposition said that there is a session of five days and if the members make good use of the time, many problems of the public can be solved. He urged everyone to run the house peacefully and also said that the government will give a befitting reply to every question of the opposition.
Every member should try to make good use of time. He said that the public has a lot of hope from their supreme panchayat. They have the hope that those whom they have elected will speak for their interest in the House and will put their problems before the government. But in the previous sessions, the way the issueless opposition unnecessarily disrupted the house is neither appropriate for democracy nor in the public interest, he pointed out.
