New Delhi — The Election Commission of India (ECI) on Tuesday announced major progress in Phase II of the Special Intensive Revision (SIR) of electoral rolls, reporting that 99.78% of Enumeration Forms (EFs) have been distributed across 12 states and Union Territories.
According to the ECI’s Daily Bulletin, the nearly complete distribution reflects strong ground-level mobilisation by Booth Level Officers (BLOs), supported by Booth Level Agents (BLAs) from various political parties.
Massive Coverage Achieved
The enumeration exercise, underway from November 4 to December 11 (extended from December 4), aims to verify details of 50.97 crore eligible electors. Of these, 50.85 crore EFs have already been delivered to households.
Digitisation of forms has also accelerated, with 45.94 crore EFs scanned and uploaded so far — marking a 90.14% digitisation rate nationwide.
States With Highest EF Distribution
Several states and UTs have already reached or nearly reached full EF coverage:
- Goa, Lakshadweep – 100%
- Andaman & Nicobar Islands – 99.99%
- Madhya Pradesh – 99.93%
- Rajasthan – 99.93%
- West Bengal – 99.92%
- Gujarat – 99.86%
Uttar Pradesh, the country’s largest electorate with 15.41 crore voters, has achieved 99.83% distribution.
States With Lower Completion
Kerala (98.96%), Tamil Nadu (99.45%), and Puducherry (99.65%) have reported the lowest distribution percentages among the 12 participating states/UTs.
In West Bengal, ECI data shows that 7.65 crore electors, or 99.92%, received enumeration forms, while 97.34% of forms have been digitised.
More BLAs Needed, Says ECI
The Commission has urged recognised political parties to deploy additional Booth Level Agents to support verification and digitisation tasks in the run-up to the December 11 deadline.
It also clarified that figures for Rajasthan do not include the Anta Assembly constituency, where revision activities were deferred due to an ongoing by-election.
The ECI will continue issuing regular progress bulletins as the revision nears completion.
