Ranchi: In order to learn the nuances of implementation and social audit of Mnrega scheme in Jharkhand and to implement the same in his state Principal Secretary of the Rural Development Department of Bihar visited Jharkhand.
Principal Secretary Arvind Kumar Chowdhary held a meeting the officials of the Rural Development Department of Jharkhand and Mnrega Commissioner in this regard.
He inquired about the implementation of the plan and also discussed about the implementation of Mnrega scheme in Jharkhand and the process of social audit, innovation and various aspects of community participation.
The Secretary of Rural Development Department of Jharkhand and the Mnrega Commissioner jointly informed the State Level Experts of the Social Audit and also shared subject-wise innovations of Jharkhand.
The officials tried to explain the nuances of administrative and financial cooperation and independence in the social audit process. Mnrega Commissioner Rajeshwari B told Principal Secretary Arvind Kumar that it is important to keep in mind that the process of social audit should be participatory, fair and effective and this makes it easier for the Gram Sabha to take decisions and make recommendations.
Due to the experiments done in the field of social audit in three years and its spread and impact in various schemes, Jharkhand today stands in the line of leading states and teams from Assam, Chhattisgarh, Bihar, Himachal Pradesh and Uttar Pradesh have reached here and tried to learn the best practices. In the meeting, innovative procedures of social audit were presented and suggested guidelines for action on emerging issues, jury model for every level hearing, protocol and committee for review of action taken, role of every level of municipal organization, formation of labor forum were highlighted.
Principal Secretary, Rural Development Department, Government of Bihar Arvind Kumar while describing the publication of news in newspapers as a remarkable achievement described these experiments as appropriate and necessary for public participation and fairness and successful implementation of Mnrega.
