Monsoon session of Jharkhand Vidhan Sabha begins, in a democracy the parties and opposition are its ornaments

Ranchi: The monsoon session of the Jharkhand Legislative Assembly began in Ranchi on Friday.

On the first day of the monsoon session, Assembly Speaker Rabindranath Mahato appealed to all the members for cooperation.

In his opening statement, the speaker said that in a democracy, the pros and cons are its ornaments.

Despite ideological differences, the subject of welfare of the people of the region is very important for all the members of the party and the opposition, because the ultimate sovereignty resides in the general public.

He said that everyone’s presence in this House reflects as their representative.

The Speaker said that this year the 66th Conference of the Commonwealth Parliamentary Association is scheduled from 30th September to 6th October in Accra, Ghana, continent of Africa.

He said that instead of being limited to registering our presence in a big organization like the Commonwealth Parliamentary Association, we have to think about how we can play our part in the progress of the nation through such a conference.

Rabindranath Mahato said that for the year 2023-24, the chairpersons of the committees and their members have been nominated to strengthen the committee system.

Most of the chairpersons are youth, whose energy will surely lead to the new construction of Jharkhand and welfare of the common people.

He said that in a parliamentary democracy, there is a mutual relationship between the executive and the legislature.

The collective responsibility of the executive is towards the legislature.

Taking initiative on the process of law making and executive responsibility, a workshop was organized on this subject.

Apart from the first supplementary budget for the year 2023-24, many bills will also be presented. Members will get several opportunities to speak.

He said that this session is short, but still very important.

Everyone’s participation is necessary in this, because meaningful discussion is necessary in the House to solve the problems of the people of the state.

On the first day of the session, Parliamentary Affairs Minister Alamgir Alam presented the Action Taken Report.

In the ATR, the House was apprised of the action taken so far on the assurances given by the government to various members in the budget session of the Vidhan Sabha.

On the other hand, the Speaker nominated the presiding officers for the monsoon session and constituted the Business Advisory Committee.

On the first day of the monsoon session, tributes were paid to various late politicians, social workers and people killed in various incidents through Shok Prastav.

During this, tributes were paid remembering those who died between the budget session and the monsoon session.

Tributes were paid to former Jharkhand Education Ministers Jagarnath Mahto, David Murmu, Parkash Singh Badal, Oommen Chandy and Harihar Narayan Prabhakar in the House.

Apart from this, tributes were paid too many personalities including Putkar Hembram, Dr. Karma Oraon, Gayatri Devi, Shobhakant Mandal, Vinod Kumar Chaudhary.

During the condolence motion, condolences were also expressed to the five jawans who lost their lives in the terrorist attack in Jammu and Kashmir on April 20, those killed in the Balasore train accident and those killed in the Manipur violence.

Apart from Speaker Rabindra Nath Mahto, CM Hemant Soren, BJP’s Biranchi Narayan, Congress’s Alamgir Alam, RJD’s Satyanand Bhokta and independent Saryu Rai-Amit Yadav, among others paid tribute.

After which the Speaker adjourned the proceedings of the House till 11 am on Monday.

On July 31, the first supplementary budget of the current financial year will be presented by the state government in the assembly.

Apart from this, many important bills are also likely to be introduced during the remaining five working days.
