Jharkhand Election Officials Undergo Training on Voter Roll Revision and Grievance Redressal

New Delhi: A dedicated training programme is being held in New Delhi for election officials from Jharkhand to strengthen their skills in handling objections and grievances related to electoral roll revisions, an official said on Monday.

The training also includes hands-on sessions on the Voter Helpline App (VHA) and other IT tools used in the electoral process. Participants are receiving technical demonstrations and practical training on Electronic Voting Machines (EVMs) and Voter Verifiable Paper Audit Trails (VVPATs), including the conduct of mock polls.

Chief Election Commissioner (CEC) Gyanesh Kumar inaugurated the two-day capacity-building programme at the India International Institute of Democracy and Election Management (IIIDEM), aimed at frontline election staff from Jharkhand.

According to an official statement, 402 officials are taking part in the training, including District Election Officers (DEOs), Electoral Registration Officers (EROs), Booth Level Officers (BLOs), and BLO Supervisors.

In the last three months, the Election Commission of India (ECI) has trained over 3,000 such officials from various states at IIIDEM.

In his address, CEC Gyanesh Kumar applauded the commitment and efforts of grassroots election workers in Jharkhand, particularly during voter enrolment drives. He urged them to inform voters about their rights to appeal under Sections 24(a) and 24(b) of the Representation of the People Act, 1950, which allow for first and second appeals against entries in the electoral rolls.

Notably, no appeals were filed in Jharkhand following the Special Summary Revision (SSR) held from January 6 to 10, 2025.

The training emphasises strict adherence to the Representation of the People Acts of 1950 and 1951, the Registration of Electors Rules, 1960, the Conduct of Election Rules, 1961, and ECI’s latest guidelines.

The curriculum includes interactive sessions, role plays, mock door-to-door surveys, case studies, and practical exercises for filling out electoral Forms 6, 7, and 8.
