Govt’s NAKSHA Initiative Aims to Modernize and Simplify Access to Land Records

New Delhi – The Centre’s Department of Land Resources (DoLR) on Sunday announced the launch of the second phase of capacity-building under the NAKSHA (National Geospatial Knowledge-based Land Survey of Urban Habitations) programme, aimed at making land records modern, accurate, and easily accessible.

With India’s urban population projected to exceed 600 million by 2031, the demand for reliable, verifiable, and transparent land records is growing rapidly. The NAKSHA initiative addresses this need through the use of cutting-edge geospatial technologies.

The first phase of the programme, which trained 160 master trainers from participating states and union territories, was completed last month.

Now, in the second phase, 304 officers from 157 Urban Local Bodies (ULBs) have been nominated to undergo intensive hands-on training in modern geospatial survey techniques.

The week-long training begins Tuesday and will be formally inaugurated virtually on Monday by Manoj Joshi, Secretary of the Department of Land Resources, under the Ministry of Rural Development.

Training Centres:

Training will be conducted across five Centres of Excellence:

  • Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie
  • Yashwantrao Chavan Academy of Development Administration (YASHADA), Pune
  • North-East Region Centre of Excellence, Guwahati
  • Mahatma Gandhi State Institute of Public Administration (MGSIPA), Chandigarh
  • Administrative Training Institute (ATI), Mysuru

Participants will receive training on:

  • The NAKSHA programme framework
  • GNSS (Global Navigation Satellite System) and ETS (Electronic Total Station)-based surveying
  • Web-GIS applications
  • Digital mapping of land parcels
  • Legal and administrative aspects of land surveys

NAKSHA is being implemented by DoLR in collaboration with the Survey of India, NICSI, MPSeDC, and the five Centres of Excellence. The pilot project is currently active in 157 ULBs across 27 states and 3 Union Territories.

The initiative aims to build a foundation for more transparent, efficient, and citizen-friendly land governance in India’s rapidly urbanizing landscape.
