Contents of ‘EC-Envelope’ will remain a secret says Guv, maintains he did not wish Jharkhand to witness political instability

Ranchi: Jharkhand Governor Ramesh Bais on Wednesday said that the contents of the Envelope which he had received from the Election Commission of India over office of profit row of involving Chief Minister Hemant Soren will remain a secret with him and maintained that he was waiting for a right time to take a call over it as he did not want Jharkhand to plunge into political instability.

Addressing a select media briefing at the Raj Bhawan here he said that there is no timeline on the office of the Governor to take any decision. He said that even the Election Commission said that there is no such provision to give directions to the Governor to reveal the contents of the letter in a fixed time.

The Governor said that apart from the delegation of the parties the Chief Minister himself wanted to know the contents of the letter. He said that since the creation of Jharkhand, he had seen political instability in the state and also political instability in Jharkhand so when the delegation and even the Chief Minister came to meet me I asked him to do his work. 

Governor Bais, however, said that due to the letter episode even the Chief Minister started working more and works which had not been done earlier even those started seeing the light of day. However, he maintained that it is for the next Governor to take a call as to whether he wants to open the envelope or not.

The Governor said that he can do nothing if someone is scared from their own shadows. On the issue of Raj Bhawan returning the bills related to the reservation policy and domicile he said that the same had been cancelled by the High Court and if had given his consent problems may have risen in Jharkhand as in many districts the survey was not done in 1932.

The Governor said that there is a need to think seriously over such sensitive issues and arrive at consensus as then only it is possible to take any decisions. Moreover, he also pointed out that there were discrepancies in the excise bill as if the bill would have been correct the revenue of the state would have increased but in truth the revenue has gone into loss.

Moreover, he pointed out that the bill did not fix the accountability of the officials but rather the salesmen were to be held guilty if anything went wrong which was not correct. 

The Governor said that anyone can level allegations but he had always tried to function as per the constitutional norms. He went on to say that when work is not done as per the wishes of the government one is bound to face criticism.
