Complaint filed against Dhanbad DC over alleged tender manipulation

Ranchi: A complaint has been filed with the chief secretary against Dhanbad deputy commissioner Aditya Ranjan, accusing him of altering tender conditions to favour a private organisation named Titli Foundation. The complaint also demands an Anti-Corruption Bureau (ACB) inquiry into the matter.

According to the letter, the Dhanbad district welfare department had issued a tender to provide upskilling training to sevikas, sahayikas, and poshan sakhis working at 200 anganwadi centres. The tender conditions were reportedly framed by the DMFT’s Project Management Unit (PMU). It is alleged that the terms were modified midway to ensure the work was awarded to the Management & Entrepreneurship and Professional Sector Skill Council (MEPSC), with Titli Foundation acting as its training partner.

The complaint further claims that Titli Foundation had received a similar project in Koderma during Aditya Ranjan’s tenure as deputy commissioner there, where eligibility terms were also altered post-publication. It also alleges that Titli Foundation’s founder, Pranjal Modi, has visited Dhanbad several times after Ranjan’s posting and held discussions with the DMFT’s PMU.

The complainant, Rakesh Kumar, has urged the chief secretary to order an ACB probe into the alleged irregularities.
