Ranchi: In Jharkhand too, the hue and cry about the caste-based census has intensified.
The state government has started preparations regarding this.
Preparations are being made to present the proposal in the assembly.
In Jharkhand too, there has been a demand for caste-based census, the issue of OBC reservation in the state is still in limbo.
The decision regarding the caste-based census has to be taken by the Center even before that the matter of Sarna Dharma Code is pending with the Centre.
In such a situation, it is difficult to say that the Center will take a decision soon regarding the caste-based census in the state.
MLA Pradeep Yadav also raised a question regarding this in the Vidhansabha, in response to which the state government has said that a ‘caste-based census’ is being considered and it will be sent to the central government.
After the ‘Sarna Dharma Code’, the state government is also preparing to throw the matter of ‘caste-based census’ in the court of the Centre.
The state government had sent the proposal of ‘1932 Khatian based Jharkhandi identity’ and ‘reservation limit to 77 percent’ to the central government through the governor.
However, both these Bills were returned by the Governor. It is discussed that in this monsoon session, the government may present both the bills once again.
The Bihar government is conducting a ‘caste-based census’.
A petition was filed in the Patna High Court against this decision of the state government.
While giving its verdict on this, the High Court has ordered the state government to have the right to conduct ‘caste-based census’.
Now it is clear from the discussion going on in Jharkhand also that the Hemant government is planning a caste-based census.
Backward Classes (OBCs) are currently getting 14 percent reservation in Jharkhand.
There is a demand to increase it to 27 percent.
MLA Pradeep Yadav had also asked the government that the population of backward people in the state is on an average 50 to 60 percent.
They are getting only 14 percent reservation in government services.
OBC reservation is nil in nine districts in the service of district category.
The state has 26 percent reservation for SC, 10 percent for SC, 08 percent for OBC-1, 6 percent for OBC-2 and 10 percent for economically weaker.

The population of a country or region is counted on the basis of their caste.
By collecting information through caste-based census, preparations are made to plan on the same basis so that everyone’s participation in the society remains equal.
This information is used to formulate political, social, economic and cultural policies and to set priorities.
Through this process, information is obtained that people of which caste mostly reside in which area and this gives them information about the economic, social and educational context of that area.
