Cabinet nod to form  Water Resources Commission

Ranchi: In a key meeting chaired by Chief Minister Hemant Soren, the cabinet approved several impactful decisions aimed at improving education, governance, and resource management in the state.

Among the major announcements was approval for free distribution of textbooks and notebooks to students from Class 9 to 10 enrolled in state-aided minority secondary schools, including madrasas and Sanskrit institutions. The cabinet also gave nod for printing and distributing science magazines for students of Class 9 to 12 and competitive exam preparation magazines for Classes 11 and 12 in government schools.

A major step towards sustainable water management was taken with the approval to form the first Jharkhand State Water Resources Commission. The body will oversee the development, availability, and efficient use of water resources across the state’s river basins.

In administrative matters, the Cabinet approved the transfer and adjustment of two lower division clerks from district supply offices to the Jharkhand Secretariat Clerical Cadre. The government also cleared the formation of the Jharkhand Manpower Procurement (Outsourcing) Manual, 2025, which aims to streamline the outsourcing process for state manpower needs.

A direct appointment was approved for Mr. Vikesha to the position of District Judge in the Jharkhand Superior Judicial Service, in accordance with the High Court’s recommendation and relevant service rules.

The cabinet reallocated Rs 22.07 lakh to the Community Health Centre in Itkhori, Chatra, equivalent to the amount previously embezzled. Recovery of the misappropriated funds is underway, led by the district administration.

Additionally, the government granted approval for placing two audit reports by the Comptroller and Auditor General of India before the upcoming session of the Jharkhand Legislative Assembly—one on the state’s Integrated Financial Management System and another on the state’s finance accounts for the fiscal year ending March 31, 2024.

In compliance with a High Court order, the Cabinet approved regularisation of service and release of ACP/MACP benefits for retired employee Ram Vilas Singh.
