4.75 lakh posts of third-fourth grade personnel approved, 2.87 Lakh vacant

Ranchi: There is a huge shortage of third-fourth grade personnel in various departments of the state government, which is affecting the government work.

Difficulties are being faced in making the government schemes reach the common people.

The total sanctioned posts of third-fourth grade personnel in various departments of the state government are around five and a half lakh.

Against these posts, only 1.87 lakh permanent employees are working, while about 2.87 lakh posts are lying vacant.

More than half of the vacant posts are being filled with the help of contract, outsourced or daily wage workers.

From time to time, questions have been raised on the quality of work of employees of contract or outsourced companies.

It can be said that contract, outsourced or daily wage workers are not able to carry out their work with the same seriousness that permanent employees fulfill their responsibilities, due to which many times the government also has to suffer the consequences.

That means there is delay in work and the government is unnecessarily criticized.

According to Sources, thousands of contract and outsourced workers from Jharkhand Assembly, State Secretariat, National Health Mission, Energy Department, JBVNL, District and Block offices, National Health Mission, MGNREGA, BRP-CRP, DRDA, Education Project, Tuberculosis etc.

A large number of contract and outsourced personnel are employed in the Department, Krishak Mitras, Energy Dept, Udyan Mitras, Matsya Mitras, Shramik Mitras, Atmakarmi, Home Guards, Jal Sahiya, Cooks, Bell Based Teachers, Inclusive Education Personnel, 14th Finance Personnel, and AYUSH Department.

From the municipal body, DTO office, transport department, health department, RIMS to Sadar Hospital, the responsibilities of lab technicians to computer operators are being handled by contract and outsourced workers.

Apart from this, only contract and outsourced personnel are working in departments like Government Assistant Police, Tejaswini and Panchayati Raj.

There are 2.87 lakh posts of third-fourth employees lying vacant in various departments of the state government, out of which more than half are being filled by contract and outsourced workers.

Contract and outsourced workers working on more than lakh posts in many other departments including the Energy Department of the State Government are to be regularized on the instructions of the High Court.

Regarding this, the government has considered implementing Contract Recruitment-2023 to regularize the contract workers of Jharkhand on the lines of Rajasthan and Odisha. 

Contract workers are also waiting to be regularized.
