Jharkhand Forms Committee to Review Clinical Establishment Registration Rules

Ranchi: The Jharkhand government’s Health, Medical Education and Family Welfare Department has constituted a five-member committee to review and propose amendments to the Jharkhand State Clinical Establishments (Registration and Regulation) Rules, 2013, and the notification related to the State Clinical Establishments Council.

The order constituting the committee was issued on October 1, 2026. Special Secretary of the Health Department Dr Neha Arora will head the panel. Additional Secretary Shashi Prakash Singh, Director-in-Chief of Health Services Dr Siddharth Sanyal, Joint Secretary Anuj Kumar Prasad and a representative of KPMG have been included in the committee.

Prasad has been designated as the member secretary, while the KPMG representative will participate as a special invitee.

According to the departmental order, the committee has been asked to prepare and submit recommendations, including proposed amendments and draft provisions, within one week.

The committee will also hold consultations with various organisations and seek their views and suggestions on the proposed changes. In addition, it will prepare a Detailed Project Report (DPR) for making the registration and regulation process for clinical establishments fully online and submit it to the department for approval.

The formation of the committee has received approval from the Additional Chief Secretary of the department.

The proposed amendments are aimed at updating the regulatory framework governing clinical establishments in the state. The planned online system is expected to streamline the registration, regulation and monitoring of such institutions and make the process more structured, transparent and digitally accessible.

The exercise comes as the state government seeks to review existing procedures and strengthen the administrative framework for clinical establishments. The committee’s recommendations will form the basis for further consideration by the department.
