Ranchi: Jharkhand Chief Minister Hemant Soren said that since education is a subject of concurrent list therefore open discussions should have been held with all the states before framing the new education policy so that it does not appear to be forced upon any state.
Participating in a video conferencing with President Ramnath Kovind, Prime Minister Narendra Modi, Union Education Minister Ramesh Pokhriyal Nishank over the new education policy 2020 he said that there was a lack of transparency and suggestions in framing the policy. He said that when the policy is ready than the central government was holding discussion over it but it would have been better if the discussion would have taken place earlier so that the states could have played a more active role in making the policy.
“For the last, some time whether it was the decision of privatization of PSUs, commercial mining and GST in all these decisions the central government has taken a unilateral decision and lack of consultation in framing the new education policy seems an attack on the cooperative federalism structure of the country,” he said.
He said that while on one hand, the centre is inviting private and foreign institutions on the other hands how it would safeguard the interest of students hailing from tribal, Dalit, backwards, farmers and workers community the document fails to offer any concrete solutions. Further, he said that when these private foreign institutions would offer big salary packages to the professors of the reputed government institutions of the country than how they would be prevented from leaving the government institutions.
The Chief Minister pointed that in the year 2010-11 the BJP had opposed the decision to encourage private institutions which was also supported by JMM than under what circumstances in the new education policy it has been decided to encourage the foreign private institutions.
He claimed that education and employment policy go hand in hand which was not visible in the new policy and pointer that despite spending more time in the school if the students do not get any benefits related to jobs than there would be no benefits no matter how good the education policy is.
